Methodology

To identify the best U.S. destinations for budget-conscious households seeking an affordable winter staycation, we developed a mixed-methodology meta-ranking using five core indicators of affordability, comfort, and local appeal. The analysis includes major U.S. metropolitan areas and uses normalized, weighted scoring to produce a comparative index of where residents can enjoy an inexpensive and enjoyable winter break without leaving town.

Each metric was converted into a scaled score using min–max or inverse normalization techniques, depending on whether a higher or lower value represented a better outcome. Scaled values were then weighted according to their relative importance and summed to create the final composite Staycation Score for each metro area.

Cost of Living Index (30%)

Because a lower cost of living reflects greater affordability for households, values were inverted using min/value scaling, ensuring that cheaper metros scored higher. Residential Electricity Costs (25%)

  • Electricity costs are especially important in the winter months when home heating and appliance use increase. We used average residential electricity prices (cents per kWh) at the state level, mapped to each respective metro area. Because lower electricity prices benefit budget-conscious households, values were inverted and scaled, then weighted at 25%.

Free and Low-Cost Attractions (25%)

  • To evaluate each city’s low-cost leisure potential, we counted the number of free or inexpensive attractions listed on Tripadvisor, including parks, museums, walking tours, outdoor sites, and other budget-friendly activities. Counts were normalized using min–max scaling so that cities with more low-cost attractions scored higher. This metric accounts for 25% of the final ranking and reflects local staycation appeal beyond pure economics.

Average Winter Temperature (15%)

  • We calculated the mean average temperature across December, January, and February using the primary NOAA reporting station (typically the major airport) for each metro. Warmer winter conditions reduce heating costs and increase opportunities for comfortable outdoor activities. Temperatures were normalized using max/value scaling, contributing 15% to the final Staycation Score.

Seasonal Search Interest (5%)

  • To measure public engagement and seasonal appeal, we evaluated Google search interest for staycation-related terms during winter months. Search volume was normalized using min–max scaling, with higher interest indicating greater local enthusiasm for in-town leisure. This metric comprises 5% of the overall weighting.

Final Ranking Process

All scaled metrics were combined into a weighted composite score using the percentages above:

Metrics where lower values are better (Cost of Living, Electricity Costs) were inverted so that lower-cost metros received higher scaled scores. Metrics where higher values are better (Temperature, Attractions, Search Interest) were normalized with traditional min–max scaling. Each metro’s final Staycation Score is the sum of its weighted metrics. Cities were ranked according to their composite scores, resulting in a data-driven assessment of the most affordable and appealing U.S. destinations for a winter staycation.
