Lubbock is a region historically and geographically known as the Llano Estacado, and ecologically as part of the southern end of the High Plains, at the center of the Lubbock metropolitan area. It is home to an estimated 316,453 residents, making it the 11th most populous city in Texas. Founded in 1890 as a merger of Old Lubbock and Monterey, it was named for Colonel Tom S. Lubbock and became the county seat in 1891. The area lies in the northwestern region of Texas, lying some 120 miles (190 km) south of Amarillo.

The city has a traditional business atmosphere with low rent for commercial space, a central location, and a cooperative city government. No wonder Lubbock has earned its nickname, “Hub City”, for being the economic, educational, and health-care hub of the multicounty region commonly called the South Plains. Lubbock also takes pride with the largest contiguous cotton-growing region in the world.

The city of Lubbock utilities is a special case as Lubbock Power & Light (city-owned utility) is joining ERCOT in June 2021, but this does not mean that deregulation and electric choice will happen immediately. LP&L will be able to purchase electricity from other parts of Texas, which could result in lower electricity prices for its customers. LP&L is upgrading its transmission infrastructure to enable interconnection with ERCOT in preparation for this.
Lubbock residents will continue to purchase power from LP&L, while the company will continue to select power providers. This means that the city will have the option of choosing electricity, and that soon citizens may also have this power.
