PUC Plans To Overhaul Texas Power Grid Faces Pushback
In late January, the Public Utility Commission of Texas unanimously passed a proposal to bolster the reliability of the state’s powergrid. The Performance Credit Mechanism (PCM) approach, however, faces criticism from lawmakers, who are concerned about the price tag ($5.7 billion), its complexity and ability to deliver.
Under the PCM, electricity providers (the companies that bill customers) will purchase reliability credits during low demand seasons from power generators (who own and operate power plants). The credits signal a commitment from power generators to deliver electricity in high-demand periods. Proponents say the PCMs provide incentives for power plants to build more generators, but critics are concerned that higher utility costs will be passed on to consumers. Before implementation, the legislature has the opportunity to offer feedback on PCMs or provide an alternative.
